The air in big cities is often made very dirty by cars and factories. Millions of tons of waste and poisonous gases are sent into the air with the smoke. In some places, little is done to make the smoke clean before it goes into the air.
Fortunately, people are beginning to realize just how serious the whole situation is. In many countries, laws have been made to stop factories from sending out poisonous gases.

Although they take interest in almost everything, they haven't developed their own powers of independent judgement. They can't tell what's right or what's wrong. Their powers of observation①, in contrast, are much stronger than their powers of judgement. And above all, they are good at imitating②. Unfortunately, we adults sometimes lie. Maybe we find it necessary or have to to do so sometimes. This is something like white lies③. The trouble is that most of us don't avoid doing so before children. Thus, children's lying is, in a way, the result of adult's act.
We also believe that children certainly make mistakes. At first, they do have some interest in truth and honesty. A boy has broken a glass, and have admitted his mistakes; he is almost likely scolded instead of being praised by his parents. And when a pupil admits that he misses ClAsS one time, he is usually warned not to do that again another time by his teacher. Gradually the child loses the courage to tell the truth; on the contrary, he feels it helpful to tell lies: at least, he can escape being punished here and now. And at last, he concludes that to tell lies is somehow a good way to get rid of trouble. Before long the parents and the teacher will be complaining that the child is always lying, but they seldom realize that it is they who have brought this on the child.

on the other hand, in a large city like shanghai, where the general tendency of the people is "to look out only for one＇s own", the atmosphere is cold and miserable for those unable to keep up with the rapid pace of competitions. by launching a personal campaign such as welfare lottery, we can try to remedy the present situation and to make our society a much better place to live in.
however, every coin has two sides.lottery,inevitably,has some side effects. as to the general criticism that it encourages some people＇s opportunistic attitudes and makes them unwilling to make a living by finding a job, i believe that the ta system in our society will keep the necessary balance between the poor and the rich, thus maintains the stability and unity of our country.
recognition of a problem is the first step toward its solution. since we are now generally aware of the advantages and disadvantages of lottery, it seems necessary that we improve this scheme to meet the public needs. if we are to succeed as a society in 21st century, a better society atmosphere should be created.
